About Our Community
Scofield Mountain Homes is a private cabin community located in Carbon County, Utah, at an elevation of approximately 8,600 feet on the Wasatch Plateau. Our community consists of private cabin lots with access to scenic mountain terrain, wildlife, and the nearby Scofield Reservoir.
The Homeowners Association was established to manage the common infrastructure, particularly the access roads that serve all property owners. The HOA is governed by a volunteer board of directors elected by the membership.

Declaration of Covenants, Conditions & Restrictions (CC&Rs)
The CC&Rs define the rights and responsibilities of property owners within Scofield Mountain Homes. Key provisions include property use restrictions, maintenance obligations, and HOA authority. Recorded with Carbon County.
Bylaws
The Bylaws establish the governance structure of the HOA, including board composition, election procedures, meeting requirements, and voting rights of members.
Rules & Regulations
Supplemental rules adopted by the board governing day-to-day community operations, including road use policies, construction notifications, and common area guidelines.
Annual Budget
The board prepares and approves an annual budget each December for the following year. Members receive a copy at the annual meeting and via mail.

Road Use
- Access roads are for use by HOA members and their guests only
- Speed limit on all association roads: 15 MPH
- Oversized vehicles or heavy equipment require prior board approval
- No dumping or disposal of materials on road right-of-ways
- Report road damage or hazards to the board immediately
Property Use
- Properties are restricted to single-family residential cabin use
- No commercial activities without board approval
- Exterior alterations and additions require written board notification
- Maintain adequate defensible space around all structures
- Proper disposal of waste — no burning of trash
Wildlife & Environment
- Feeding of wildlife is prohibited
- Secure food, trash, and attractants to minimize bear conflicts
- Respect seasonal closures of forest roads in the area
- Report invasive species sightings to the board or state agencies

Utilities
Each lot has individual well and septic systems. Propane is the primary fuel source for most cabins. Electrical service is available from Rocky Mountain Power. No natural gas service is available in the area.
Assessment Information
Annual HOA assessments fund road maintenance, snow removal planning, insurance, and administrative costs.
Current Assessments
- Annual HOA Dues: $450.00 per lot per year
- Due Date: March 1st of each year
- Late Fee: $50 after 30 days past due
Special Assessments
The board may levy special assessments for extraordinary expenses such as major road repairs, culvert replacement, or other capital improvements. Members are notified in writing at least 30 days in advance of any special assessment.

Payments can be made by check payable to Scofield Mountain Homes HOA mailed to our P.O. Box, or contact the Treasurer to arrange electronic payment.
